# WhatsApp Business API Pricing Guide

(Effective from Oct 1, 2026)

*How Meta bills your messages, and what changes on October 1, 2026*

### Overview & Effective Dates

Meta bills WhatsApp Business Platform messages on a per-message basis. Rates vary by market and by message category, and Meta reviews rates on a quarterly cadence. This article summarizes the current pricing model together with the upcoming October 1, 2026 update, and gives you a full rate card and a cost-saving checklist.

●      July 1, 2025 — Meta moved from per-conversation to per-message billing. Utility template messages sent inside an open 24-hour customer service window became free.

●      October 1, 2026 — Service messages (the free-form replies your team sends) become billable, and Utility template messages sent inside an open window become billable again. A new monthly free allowance offsets the change for smaller senders.

#### [**What's Changing on October 1, 2026**](#user-content-fn-1)[^1]

Starting October 1, 2026, two message types that are free today move to per-message billing:

●      Service messages — any free-form reply your agents or bots send inside an open 24-hour customer service window. These have been free since WhatsApp Business API launched; from October 1, 2026 they are billed per message, at the same rate as Utility messages in that market.

●      Utility template messages sent inside an open window — free since July 2025, these return to being billed at the market's Utility rate (they were, and remain, billed when sent outside a window).

●      Meta is also refreshing Utility and Authentication rates in a number of markets, and refining what qualifies as "Utility" based on user engagement — which may shift some templates into or out of that category.

●      Marketing and Authentication template pricing is not changing as part of this update.

### Free Monthly Allowance

To soften the impact on smaller and mid-size senders, Meta is introducing a free tier for service messages: each WhatsApp phone number receives 1,000 free service messages every calendar month before billing applies. The allowance resets monthly and is tracked per phone number, not per WhatsApp Business Account (WABA).

●      If your business sends fewer than 1,000 service messages a month per number, this change may have no cost impact on you at all.

### How Per-Message Pricing Works

Since July 1, 2025, Meta charges per delivered message rather than per 24-hour conversation. A charge is generated for: delivered Marketing templates, delivered Authentication templates, and Utility templates delivered outside an open customer service window (and, from October 1, 2026, inside one too — see above).

Example: if you send one Marketing template and then two Utility templates to the same user, that is 3 separate charges (1 Marketing + 2 Utility) if no service window is open. If those two Utility messages are sent while a customer service window is already open with that user, only the Marketing template is charged — unless it is after October 1, 2026, in which case the in-window Utility messages are billed too.

●      Volume tiers: Utility and Authentication rates step down automatically once a phone number's monthly sends cross market-specific thresholds — for example, Hong Kong's Utility rate drops from $0.0312 to $0.0234 once a number sends over 50 million Utility messages in a month. Marketing and Authentication-International do not currently have volume tiers.

### Message Categories

●      Marketing — promotional content: offers, announcements, re-engagement, and other messages designed to drive awareness or sales.

●      Utility — non-promotional messages tied to a specific transaction or request: order updates, appointment reminders, payment confirmations, and similar account-servicing content.

●      Authentication — one-time passcodes and identity verification messages.

●      Authentication-International — a higher-rate variant of Authentication that applies in a small set of markets (currently Egypt, India, Indonesia, Malaysia, Nigeria, Pakistan, Saudi Arabia, South Africa, and the UAE).

●      Service (new pricing from October 1, 2026) — free-form, non-template replies sent by your agents or chatbot inside an open 24-hour customer service window.

### The 72-Hour Free Entry Point Window

Conversations that begin through a Click-to-WhatsApp ad or a Facebook/Instagram "Send Message" entry point open a free entry-point window: all messages you exchange with that user — including templates — are free for 72 hours from the first user message. This window is unaffected by the October 2026 update.

*Rates below are Chatalog's published per-message rates in USD, with the underlying cost verified against Meta's official WhatsApp Business Platform pricing on September 15, 2026. Figures reflect the base (lowest-volume) tier — Utility and Authentication rates step down further once a phone number crosses each market's monthly volume thresholds. The Service column applies from October 1, 2026 and mirrors each market's Utility rate, consistent with the pattern already confirmed for Hong Kong and Singapore. Meta has not yet published a complete market-by-market Service rate card, so treat the Service figures as indicative and reach out to Chatalog to confirm before billing customers or forecasting spend.*

### Ways to Reduce Your Messaging Costs

●      Consolidate replies — combine what would be several short service messages into one complete message; each send is billed individually from October 1, 2026.

●      Use WhatsApp Flows — collect multi-step information (forms, bookings, preferences) in a single interactive Flow instead of a back-and-forth message exchange.

●      Make the most of the 72-hour free entry-point window — route Click-to-WhatsApp ad clicks and Facebook/Instagram "Send Message" traffic through WhatsApp while that window is open.

●      Consider WhatsApp Coexistence — let your team keep sending free one-to-one messages from the WhatsApp Business App for conversations that don't need API automation.

●      Route low-value or high-volume queries to other channels (email, in-app chat, a help center/FAQ bot) where a WhatsApp conversation isn't essential.

●      Monitor usage before October 1, 2026 — check your current service-message volume per phone number so you know whether the 1,000/month free allowance will cover you.
